Marjorie Manchen Village Clerk


Marjorie A. Manchen is currently the Village Clerk of River Grove since 2009, and has graduated from the Municipal Clerks of Illinois Institute, an intensive course administered over a 3 year period by the University of Illinois, in Springfield, Illinois. Marjorie is a member of the International Institute of Municipal Clerks (IIMC), and, the Municipal Clerks' Association of the North and Northwest Suburbs, Cook County, Illinois (NNWCCMA).Marjorie is also an attorney with Smith & Smith law offices located in River Grove, where she works with her husband, Bart Smith and father-in-law Harry J. Smith, Jr., both of whom handle municipal law in addition to other legal matters. Marjorie has concentrated her practice in domestic relations, adoptions, guardianships, probate and other family law matters, as well as municipal work, for the past 20 years, and is a member of the Chicago Bar Association.  Prior to joining Smith & Smith, Marjorie was a partner with O'Donnell, Grady & Manchen, in Bensenville. Previously, she worked as a Graduate Assistant for the N.I.U. Center for Governmental Studies, in DeKalb; and with the Winnebago County State's Attorney Office in Rockford; the Department of Justice, Executive Office of the U.S. Trustee in Chicago; and the law firm of Garretson and Santoro in Chicago.

Marjorie was born in Oak Park and attended Ascension Grammar school until the family moved to Elmwood Park, and she graduated from St. Vincent Ferrer grammar school in River Forest in 1974. She then attended Mother Theodore Guerin High School in River Grove (now known as Guerin College Prep), and graduated in 1978. Subsequently, Marjorie attended Western Illinois University and graduated cum laude with a Bachelor of Science degree in Law Enforcement Administration and a Bachelor of Arts in both French and Political Science in 1982. Marjorie was a Research Analyst Intern for the Chicago Crime Commission, and an Investigator/Security Supervisor for Arapaho Investigations, and then worked 5 years for State Farm Insurance as a Senior Claims Adjustor before attending law school, where she earned her Juris Doctorate at Northern Illinois University's College of Law in 1992. She and her husband of 14 years, Bart Smith, reside in one of the original homes in River Grove.

With respect to her community services and activities, Marjorie is a member of the River Grove Lions Club and River Park Moose in River Grove. Marjorie was appointed as a Commissioner to the Cook County Commission on Women’s Issues by Cook County Commissioner Peter Silvestri, and continues to serve on the Commission since 2008. Marjorie also serves as a member of the Board of Directors of Guerin College Preparatory High School in River Grove, and she is also a volunteer for Special Olympics Illinois, Chicago area, and, the Glass Slipper Project.

Prior to her current positions, Marjorie was a commissioner for 11 years on the Elmwood Park Plan, Zoning & Development Commission which she formerly chaired before moving to River Grove. Marjorie was also the former chair and president of the Guerin Alumnae Board, a member of the Elmwood Park Civic Foundation, a former chair of the Taste of Elmwood Park Committee, a wish-granter for the Make A Wish Foundation, and a Court Appointed Special Advocate (CASA) in Kane County, IL, where she represented abused and neglected children.
